دور التوريق (إعادة التمويل الرهني) في تمويل الاستثمار في الجزائر

Résumé: نظرا للأهمية التي يكتسيها الاستثمار في إقتصاديات الدول، تسعى أغلب الحكومات إلى توفير مناخ مناسب لجذب المستثمرين. لكن رغم الجهود المبذولة من قبل المشرع الجزائري لتحسين مناخ الاستثمار، تبقى العديد من العوائق التي يواجهها المستثمر التي يعتبر التمويل أهمها وتعد البنوك أهم مصدر فيه. غير أن المؤسسات المالية والمصرفية تتعرض للعديد من المخاطر من أهمها مخاطر السيولة. لذلك تم التفكير في نظام تمويل ذاتي لتفادي مشاكل التمويل التقليدية، يعتمد على أصول المؤسسة وذلك ببيع الحقوق التجارية التي تمتلكها المؤسسة في مواجهة آخرين بموجب عقد تمويل لكيان ذي غرض خاصSpecial Purpose Entity (SPE) الذي يقوم بدوره بإصدار أوراق مالية مضمونة بتلك الأصول وهو ما يعرف باسم التوريق (إعادة التمويل الرهني). Considering the importance of investing in countries' economies, most governments seek to create an appropriate climate to attract investors. However, despite the efforts made by the Algerian legislator to improve the investment climate, many obstacles remain for the investor, whose financing is the most important and the banks are the most important source. However, financial and banking institutions are exposed to many risks, the most important of which is liquidity risk. Therefore, a self-financing system has been designed to avoid the problems of traditional financing, which depends on the assets of the institution by selling the commercial rights that the institution holds against others under a financing contract. for a special purpose entity (SPE), which in turn issues securities secured by these assets, which is known as securitization (mortgage refinancing).
