المجتمع المدني و إشكالية تنزيل الديمقراطية التشاركية في الجزائر (2011/2022)

Résumé: تهدف هذه الأطروحة إلى مناقشة إشكالية تتعلق بصعوبات تنزيل نموذج الديمقراطية التشاركية داخل الجماعات المحلية في الجزائر، وذلك من خلال دراسة واقع المجتمع المدني باعتباره بنية من البنى المكونة للنموذج التشاركي، والذي يعرف مجموعة من الاختلالات الوظيفية والبنيوية والقيمية أدت إلى تقليص فعالية أدواره في تحقيق وترسيخ الديمقراطية؛ فمن خلال هذه الدراسة توصلنا إلى واقع الارتباط التام بين الديمقراطية التشاركية والمجتمع المدني الذي يؤكد على ضرورة تجاوز العقبات التي تعيق نشاطه وتحول دون تحقيق الهدف التنموي محليا وفقا للمبادئ التشاركية وآليات تطبيقها التي تقوم على ادماج جميع الفواعل المحليين في عملية صنع القرار المحلي وتحقيق الصالح العام. ////////////////////////////////////////////////////////// This thesis aims to discuss an issue related to the difficulties of implementing the participatory democracy model within local communities in Algeria, by studying the reality of civil society as one of the constituent structures of the participatory model, which suffers from a set of functional, structural and value imbalances that reduced the effectiveness of its roles in achieving and consolidating democracy; through this study, we reached the reality of the full link between participatory democracy and civil society, which emphasizes the need to overcome the obstacles that hinder its activity and prevent it from achieving the local development goal according to participatory principles and mechanisms of application that are based on.
