بطاقة الأداء المتوازن نموذج مقترح لتقييم الأداء الاستراتيجي في المؤسسات الاقتصادية دراسة حالة الشركة الوطنية لأشغال الكهربة كهريف وحدة الجنوب الشرقي

Résumé: تكتسي عمليةقياس الأداء في المؤسسات أهميةبالغةمن أجل التوجيه السليم وإيضاحال ؤيةلبلوغ أهدافها الإستراتيجية ،لدى جاءت هذه الدراسة لكي تتناول ما أصبح يشوب الأدوات التقليدية من عجز في استيعاب المتغيرات الجديدة والتي هدفت إلى دراسة إمكانية تطبيق بطاقة الأداء المتوازن كآلية لتقييم الأداء الاستراتيجي بتطبيق أبعادها الأربعة (البعد المالي ،بعد العملاء،بعد العمليات الداخلية،بعد التعلم والنمو) في الشركة الجهوية لأشغال الكهربة –كهريف-. ولقد اعتمدت الدراسة على المنهج التحليلي الوصفي في الجانب النظري وكدا منهج دراسة الحالة في الجانب التطبيقي للوصول إلى النتائج من خلال اعتماد طريقة المقابلة مع مختلف رؤساء المصالح بالإضافة إلى المؤشرات المستخرجة من الوثائق والسجلات التي تبين واقع الأنشطة والممارسات التي قامت بها الشركة في الفترة 2018. توصلت الدراسة إلى أن الشركة يمكنها إعتمادهته الآلية في تقييم الأداء الاسترايتيجي،كما أظهرت النتائج أن هناك مساهمة كبيرة لبطاقة الأداء المتوازن في قياس و تقييم الأداء الاستراتيجي للشركة،كما أن أدوات قياس الأداء المستعملة في الشركة لا تعطي صورة واضحة عن وضعية الشركة الحقيقية،عدم اعتماد الشركة رغم كبرها على أدوات تحليل إستراتيجية لبيئة الأعمال لديها The performance evaluation process is very important for good management and achieving the strategic vision, this study aims to address the difficulties of traditional management tools which unable to analyze new variables,where it aimed to study the applicability the Balanced Scorecard as a mechanism for measuring and evaluating the strategic performance by applying the four dimensions (Financial dimension, clients dimension, internal processes dimension and learning and growth dimension). The study was based on descriptive analytical approach to reach te results by adopting the method of interviewing with different heads of departments as well as indicators extracted from documents and records that showing the activities and practices of the company in 2018. We have concluded that the company can adopt this mechanism to evaluate of strategic performance. The results showed that There is a significant contribution to the Balanced Scorecard in measuring and evaluating the company's strategic performance,that the performance measurement tools used in the company do not give a clear picture of the status of the real company ,the company does not rely on strategic analysis tools for its business environment
