تحولات السوق النفطية وتأثيرها على أنظمة تسعير النفط الخام في الأسواق الدولية

Résumé: هدفت هذه الورقة إلى تحديد العوامل المؤثرة في قرار تسعير النفط الخام داخل السوق النفطية من خلال إعطاء لمحة تاريخية لتطور أسواقه، والقيام بعرض وتحليل مختلف البيانات المتعلقة بتداول المنتوج النفطي داخل هذه السوق. وخلصت هذه الدراسة إلى أن السوق النفطية خلال مرحلة الأسعار المعلنة اتسمت باحتكار المطلق لشركات النفط العملاقة لتسعير النفط الخام. أما في مرحلة الأسعار الرسمية فعرفت تراجعا لهذه السيطرة لصالح دول منظمة الأوبك، غير أن هذا النظام لم يكتب له الاستمرار نتيجة للسياسات المتبعة من قبل وكالة الطاقة الدولية والدول الكبرى المستهلكة للنفط، مما أدى إلى تبني نظام أسعار السوق مع ترك أمر تحديد أسعار النفط لقوى العرض والطلب. Abstract This paper aimed to search for the factors affecting crude oil pricing decision within oil market by giving a historical overview of market developments. If also analyzed data related to various oil products circulation. This study concluded that oil market during the Posted Price was characterized by the absolute monopoly of giant companies of crude oil. However, the control of these companies is declined in favor of the OPEC countries during the Official Price stage, but policies pursued by International Energy Agency and major consuming countries for oil, this systems resulted in abandoning it, which led to adoption of the market price system with leaving oil prices determination to the forces of supply and demand.
