أثر تكنولوجيا المعلومات والاتصالات على التنمية البشرية -دراسة قياسية لحالة الدول العربية خلال سنة 2018-

Résumé: تهدف هذه الدراسة إلى قياس أثر تكنولوجيا المعلومات والاتصالات على التنمية البشرية في الدول العربية باستخدام بيانات مقطع لـ 20 دولة عربية خلال سنة 2018، وبالاعتماد على تقنية التحليل الاحصائي المتمثلة في التحليل العنقودي الذي صنف الدول العربية إلى ثلاث مجموعات وفق مؤشرات تكنولوجيا المعلومات والاتصال وكانت دول الخليج في الصدارة، تليها دول شمال افريقيا والمشرق العربي، ثم الدول التي مرت بأزمات امنية ، كما تم استخدام الأسلوب القياسي المتمثل في تحليل الانحدار التدريجي الذي خلص إلى أن المؤشر الاول من مؤشرات تكنولوجيا المعلومات والاتصالات الذي له تأثير على التنمية البشرية في الدول العربية هو مؤشر عدد مشتركي الهاتف الثابت لكل 100 شخص ، يليه مؤشر نسبة الاستخدام الشخصي للأنترنت، أما مؤشر عدد مشتركي الهاتف النقال لكل 100 شخص فقد تم اقصائه من التحليل لعدم معنويته أي أنه ليس له تأثير على التنمية البشرية. This study aims to measure the impact of ICT on human development in the Arab countries using data segmented for 20 Arab countries during 2018, and by relying on the statistical analysis technique represented in the cluster analysis, which classified the Arab countries into three groups according to the indicators of ICT. The Gulf countries came in the foreground, followed by the countries of North Africa and the Middle East, then the countries that went through security crises, and the Econometric method represented in Stepwise regression was concluded, that the first indicator of ICT indicators that have an impact On human development in the Arab countries is the number of fixed-line subscribers per 100 people, followed by the proportion of people using the Internet, while the index of the number of mobile subscribers per 100 people has been excluded from the analysis because it is not significant.
