واقع التشغيل في البلدان المغاربية في ظل المتغيرات الإقليمية والدولية

Résumé: إن أهمية التشغيل تنبع من مدى قدرتها على الإشراف وتسيير سوق العمل وربط ذلك بدواعي النمو الاقتصادي ومراعاتها للانسجام في السياسة الاقتصادية العامة للدولة، ويكمن ذلك في الأدوات التي تعتمدها وتتضمنها سياسة التشغيل ومدى ملاءمتها للظروف والمتغيرات الاقتصادية. ولا يمكن الحديث عن تنمية اقتصادية، دون الحديث عن برامج تشغيل فعالة، كفيلة بامتصاص معدلات البطالة في المجتمع، ولن يتأتى ذلك إلا بتحقيق مرونة فسوق الشغل ناتجة عن وجود قطاعات منتجة تحرك دواليب الاقتصاد في أي دولة. وفي هذا الصدد تبذل الدول المغاربية كغيرها من دول العالم مجهودات كبيرة لتسيير وتنظيم سوق العمل للتصدي لظاهرة البطالة، حيث اعتمدت سياسات تشغيل اعتبرها الكثير طموحة بتخصيصها لموارد مالية معتبرة وبأدوات عصرية وسياسات فعالة اقتصاديا في ظل المتغيرات الإقليمية والدولية التي تشهدها المنطقة المغاربية. : Abstract The importance of the Employment policy comes from their capacities to supervise and to lead the labor market, and to fix it under the pretext of the economic growth, with the respect of the harmony with the general economic policy, their secret resides in the adopted tools that included in the employement policy, and its extent and relevance with the circumstances and the economic variables. We cannot talk about economic development without talking about effective recruiting programs that can shrink the unemployment rate in society. This aim cannot be met unless by making the labor market flexible thanks to the existence of producing sectors that promotes economy in the country. n this regard, Maghreb countries like many other countries make a big effort to lead and to control the labor market ; to address unemployent, as adopted an ambitious policy where it examined the enforcement for granted a considerable financial resource with effective policy. So what is its impact and its report to the economic growth in light of the regional and international changes taking place in the region .
