Résumé: تختلف الأنظمة السياسية في الدول في شكل وتركيب السلطة التشريعية، فمنها من يعتمد على نظام الغرفة الواحدة، ومنها التي تتبنى نظام الغرفتين، والمؤسس الدستوري الجزائري من خلال دستور 1996، تبنى نظام الغرفتين لما له من إيجابيات خاصة في مجال التشريع، عليه دعمه بآليات ووسائل قانونية وجملة من الإجراءات تضمن تحقيق ذلك، من أجل أن تصدر النصوص القانونية في شكل منظم وتتحقق به الإرادة الشعبية. Summary : the political systems in the countries differ in the form and structure of the authority some of them are based on the one- room system. The two-chamber system is adopted. The algerian constitutional institution, through the 1996 constitution, adopted the two chambers system because of its special advantages in the field of legislation it must support legal mechanisms and means and a range of measures to ensure that is done so that the texts can be issued in a structured manner and that popular will be realized.
