دور مجلس المحاسبة في تعزيز الرقابة على الأموال العمومية

Résumé: "كما يعمل مجلس المحاسبة على ترسيخ روح الحيادية للحفاظ على أعماله من الآراء الشخصية المسبقة والميول السياسية أو المصالح الشخصية فضلا عن التحكم في قواعد المحاسبة والتسيير المالي في القطاع العمومي ودراية باستمرار بكل القوانين والأنظمة السارية على الجهات الخاضعة لرقابته، ويحرص مجلس المحاسبة دوما على تطبيق المنهجيات والمبادئ والمفاهيم المحاسبية من ثبات وتجانس الحيطة والحذر تؤهله لتوسيع نطاق تدخله إلى مجالاته الرقابية جديدة. ومهما يكون الدور الفعال والكبیر الذي یؤدیه مجلس المحاسبة في الرقابة على مالیة الدولة فإنها تبقى مجرد حبر على ورق ما لم تجسد على ارض الواقع، ذلك أن دوره في الواقع غیر فعال ولا یلقى اهتماما من قبل السلطات لغیاب الإرادة السیاسیة في الرقابة على الأموال العامة خاصة في ظل الرخاء. ومن خلال بحثنا ظهرت نتائج الدراسة التالية: - اهم المشاكل والعقبات التي تواجه الرقابة الإدارية وهي العلاقة الشخصية وعدم وجود نظام رقابة متخصص وحديث - ان الرقابة من العمليات الإدارية الهامة والتي لا يمكن الاستفادة عليها في المرافق العامة ان الرقابة الإدارية تركز على تصيد الأخطاء دون الاهتمام بتقويهما ومعالجتها لتفادي حصولها مرة اخر - عدم كثرة الاعباء والمهام الملقاة على عاتق المراقبين وطبيعة للعمل التي تواجه تطبيق الرقابة الإدارية الفعالة على الاداء - عدم الاهتمام بتطوير اداء واساليب المراقبة الإداري ،وذلك بأخذ لدورات تدريبية على مستوى إدارات الدولة المتقدمة، وللعمل على التطبيقات على مستوى الادارة الجزائرية - الاعتماد على الأساليب التقليدية البسيطة على مستوى الادارة العامة ""The Court of Accounts also works to establish a spirit of impartiality in order to preserve its work from preconceived personal opinions, political tendencies or personal interests, as well as controlling the rules of accounting and financial management in the public sector and constantly being aware of all the laws and regulations applicable to the entities subject to its control. Through our research, the following study results emerged: The most important problems and obstacles facing administrative control are the personal relationship and the lack of a specialized and modern control system - Oversight is an important administrative process that cannot be used in public utilities Administrative control focuses on catching mistakes without paying attention to strengthening and treating them to avoid them happening again The lack of many burdens and tasks placed on the shoulders of the observers and the nature of the work that face the application of effective administrative control over performance - Lack of interest in developing the performance and methods of administrative control, by taking training courses at the level of advanced state administrations, and to work on applications at the level of the Algerian administration Relying on simple traditional methods at the level of public administration "
