مكافحة خطاب الكراهية في البيئة الرقمية دراسة على ضوء القانون 20-05

Résumé: تناولت الدراسة موضوع مكافحة خطاب الكراهية الذي يعتبر موضوعا حساسا، يهدد أمن واستقرار الدول والذي تزداد خطورته في ظل البيئة الرقمية، التي سهلت نشر وتداول الأفكار التي تحمل في طياتها تحريضا على الكراهية واستخدام العنف، فأصبحت مواقع التواصل الاجتماعي هي المحرك الرئيسي للعديد من الانقلابات والحروب الداخلية، وأيضا المتسبب الرئيسي في العديد من الإبادات الجماعية. وباعتبار الجزائر من الدول التي تجرم التمييز وخطاب الكراهية، ركزت الدراسة على القانون05_20 المتعلِّق بالوقاية من التمييز وخطاب الكراهية ومكافحتها باعتباره أحدث قانون له صلة بمكافحة هذا النوع من الجرائم، لمعرفة مدى قدرته على التصدي لجرائم التمييز وخطابات الكراهية التي أصبح الفضاء الرقمي مسرحها المفضل. The study dealt with the topic of combating hate speech, which is considered a sensitive topic that threatens the security and stability of countries, and whose danger is increasing in light of the digital environment that has facilitated the dissemination and circulation of ideas that carry incitement to hatred and the use of violence.
