واقع تطبيق نظام الكوطا في المجالس المحلية المنتخبة لولاية تبسة العهدة الانتخابية 2012-2017

Résumé: شهدت الجزائر في الآونة الأخيرة وبعد تطبيق نظام الحصص أو كما يعرف بالكوطا، توسيع حظوظ تمثيل المرأة في مختلف المؤسسات السياسية، لذلك تأتي هذه الدراسة الميدانية لتسليط الضوء على مدى نجاعة هذا النظام وقدرته على اختيار ممثلات محليات قادرات على امتهان العمل السياسي بكل جدارة. وقد كشفت نتائج هذه الدراسة أن نظام الكوطا على الرغم انه ساهم في وصول النساء إلى المجال السياسي إلا انه بالمقابل لم يراعي الشروط اللازمة في اختيار المنتخبات المحليات القادرات على خدمة مجتمعاتهن المحلية. Recently, after the introduction of quotas, or quota, Algeria has seen the expansion of women's representation in various political institutions, This field study therefore highlights the effectiveness of this system and its ability to select local representatives capable of professionally engaging in political action. The results of this study revealed that the quota system, although it contributed to the access of women to the political sphere, on the other hand did not take into account the necessary conditions in the selection of local teams able to serve their communities
