تداعيات جائحة كورونا (كوفيد-19) على تأجيل قرارات لجنة بازل 03

Résumé: تـهدف الورقة البحثية إلى التعرّف على قواعد ومعايير إتفاقية بازل 03 وما تضمنته من مقترحات تساهم في جعل النظم البنكية أكثر قدرة على تحمل الصدمات وتلافي الأزمات خاصة مع تداعيات جائحة كورونا، و الإجراءات التي أعلنتها لجنة بازل لتخفيف من تداعيات هذه الجائحة شملت بشكل أساسي تأجيل تاريخ تنفيذ معايير بازل 3 الجديدة أو ما يطلق عليه أحيانا بازل 4 حتى 1 جانفي 2023، وتمحورت الإشكالية حول ما أهم تأثيرات جائحة كورونا (كوفيد-19) على تأجيل مقررات لجنة بازل 03. والهدف من هذا البحث التركيز على التدابير التي وضعتها اللجنة للتخفيف من أثر الجائحة بهدف استمرار البنوك في الإقراض، وإستخدمنا المنهج الوصفي والمنهج التحليلي من خلال تحليل قرار اللجنة بتأجيل تنفيذ قواعد بازل 3، وتوصلنا إلى أنه تمّ إتخاذ مجموعة من برامج الضمان للقروض البنكية، بهدف إستمرار البنوك في الإقراض. The research paper aims to identify the rules and standards of Basel 03 and the proposals it contained that contribute to making banking systems more resilient to shocks and avoiding crises, especially with the repercussions of the Corona pandemic, and the measures announced by the Basel Committee to mitigate the repercussions of this pandemic mainly included delaying the implementation date. The new Basel 3 standards, or what is sometimes called Basel 4, until January 1, 2023, and the problem centered around what are the most important effects of the Corona pandemic (Covid-19) on postponing the decisions of the Basel 03 Committee, and the aim of this research is to focus on the measures put in place by the committee to mitigate the impact of the pandemic With the aim of banks continuing to lend, and we used the descriptive and analytical approach, by analyzing the committee’s decision to postpone the implementation of Basel 3 rules, and we concluded that a set of guarantee programs for bank loans had been adopted, with the aim of banks ’continued lending and reducing the ability of borrowers to fulfill their obligations to the banks
