تداعيات جائحة كورونا في تأجيل مقررات لجنة بازل3

Résumé: لا تزال تداعيات جائحة كورونا تعصف بالاقتصاديات حول العالم، مما أثر على قطاع الشركات بشكل كبير، وعلى صعيد القطاع المصرفي فإن الإجراءات التي أعلنتها لجنة بازل لتخفيف من تداعيات هذه الجائحة شملت بشكل أساسي تأجيل تاريخ تنفيذ معايير بازل 3 الجديدة أو ما يطلق عليه أحيانا بازل 4 حتى 1 يناير 2023، إن الهدف من هذا البحث التركيز على التدابير التي وضعتها اللجنة للتخفيف من أثر الجائحة والذي من خلاله أدخلت العديد من الدول عدة تدابير دعم للتخفيف من الأثر المالي والاقتصادي للجائحة، ومن ضمنها مجموعة من برامج الضمان للقروض المصرفية، بهدف استمرار المصارف في الإقراض وتخفيف تداعياته على الاقتصاد وقد استخدمنا المنهجين الوصفي والتحليلي، من خلال تحليل قرار اللجنة بتأجيل تنفيذ قواعد بازل 3، وتوصلنا إلى أنه تم اتخاذ مجموعة من برامج الضمان للقروض المصرفية، بهدف استمرار المصارف في الإقراض وتخفيف قدرة المقترضين على الوفاء بالتزاماتهم للمصارف لمواجهة تداعيات الجائحة على الاقتصاد. Covid-19 problems continue to plague economies around the world and it affected the corporate sector significantly, and on the banking sector, the measures announced by the Basel Committee to alleviate the problems of Covid-19 included delaying the date of implementing the new Basel 3 standards, or what is sometimes called Basel 4, until January 1, 2023, The purpose of this research is to focus on the measures put in place by the committee to mitigate corona through many countries, several support measures to mitigate the financial and economic impact of Covid-19, Among them is a group of loan guarantee programs, with the aim of banks continuing to lend and reduce the economy. We have used both descriptive and analytical approaches, by analyzing the committee’s decision to postpone the implementation of Basel 3, The results are that a set of guarantee programs for bank loans have been taken, with the aim of banks continuing to lend and reducing the ability of borrowers to fulfill their obligations to banks to face the repercussions of the pandemic on the economy.
