« Le Marché Financier En Algérie, État Des Lieux Et Perspectives De Son Développement

Résumé: Le développement du marché financier en algérie et sa relance nécessite l’assainissement de l’environnement économique, juridique, la transparence, la simplification des procédures et l’amélioration du climat des affaires . La solidité d’un marché bancaire développé et structuré peut être un accélérateur au développement du marché financier en algérie, faisant de la bourse un interlocuteur incontournable d’un mode de financement complémentaire et alternatif. Le monopole des banques en tant qu’offreurs de capitaux ne peut satisfaire la demande des grandes entreprises ayant des besoins de financement de plus en plus importants, d’où la nécessité de réformer et développer le marché financier en algérie. L’absence d’activité du marché aux PME handicape sérieusement le développement du marché financier en Algérie et la perspective de développement de beaucoup d’entreprises. La redynamisation du marché financier en algérie est conditionnée par le plan d’introduction en bourse des entreprises publiques, initié par les pouvoirs publiques. Enfin la construction d’une économie fiable ne peut se faire qu’a travers un marché financier stable et solide. ملخص : لتطوير السوق المالي في الجزائر وانتعاشها يتطلب تطهير البيئية الاقتصادية ،القانونية ، والشفافية، تبسيط الإجراءات وتحسين مناخ الأعمال. أن قوة السوق المصرفية المتقدمة والمنظمة يمكن أن تكون أداة في تسريع تنمية السوق المالية في الجزائر، مما يجعل سوق الأسهم محاورا رئيسيا للتمويل التكميلي والبديل. احتكار البنوك كممول رئيسي لرؤوس الأموال لا يلبي طلب الشركات الكبيرة التي لديها احتياجات تمويل كبيرة ، ومن ثم الحاجة إلى إصلاح وتطوير السوق المالية في الجزائر. غياب النشاط في سوق الشركات الصغيرة والمتوسطة يعيق تنمية السوق في الجزائر وآفاق التنمية للعديد من الشركات. تنشيط السوق المالية في الجزائر مرهون بخطة الاكتتاب العام للشركات العمومية، التي بادرت السلطات العامة بها. وأخيراً لا يمكن أن يتم بناء اقتصاد قوي يعتمد عليها إلا عن طريق سوق مالية مستقرة ومتينة. Abstract The development of the financial market in Algeria and its boost requires the reorganisation of economic environment, juridical, transparence, simplification of procedures and improvement of the climate of business. The solidity of a developed and structured banking market can be an accelerator for the development of the financial market in Algeria, making of the stock market an inevitable interlocuteur of a mode of supplementary and alternative financing. The monopoly of banks as offerers of capitals cannot satisfy the request of the big firms having more and more important needs of financing, where from the necessity to reform and to develop the financial market in Algeria. The absence of activity of the market in SMES handicaps seriously the development of the financial market in Algeria and the perspective of development of many firms. The revitalization of the financial market in Algeria is conditioned by the plan of introduction in financial market of government-owned firms, initiated by powers public. Finally the construction of a reliable economy can be made only by a stable and solid financial market.
