أثر الإدارة الإليكترونية على أداء الموانئ البحرية ودورها في تحقيق الأمن القانوني

Résumé: تتأثر جميع المجالات والقطاعات الاقتصادية بتطور تكنولوجيا المعلومات والاتصالات على مستويات عدة، وكان لذلك أثر كبير على النقل البحري عامة وعلى الموانئ سواء من حيث مفهومها وأساليب إدارتها على أنها الأكثر تأثرا بهذه التطورات لارتباطها الكبير بالتجارة الدولية، فالعلاقة بين التنمية وتوليد المعلومات واستخدامها أصبح واضحا وبالتالي أصبح الاستثمار في المعلومات والانترنيت أحد عوامل الإنتاج وهذا ما أدى إلى زيادة استخدامها في تسيير الموانئ ، باعتبارها المنظم والمحرك الأساسي لحركة تداول البضائع و السلع داخلها فهي تقلل من وقت انتظار السفن وتعزز من سرعة مناولتها ، وكذا تسيير أعمال مستخدمي الميناء وتوفير البيانات وتوفير المعلومات اللازمة لمتخذي القرار وتكيفها وفق النظام القانوني.مما يستوجب تعديل هذا الأخير مع ما يتماشى وهذه التطورات ويسهر على ضمان وحماية كل المعلومات ومختلف البيانات من كل الخروقات والقرصنة التي قد تخترقه بأن يواجه كل التحديات والصعوبات التي قد تستعرضه، فمع التقدم التكنولوجي المستمر أصبحت الرقمنة في قطاع الموانئ ضرورة ملحة لضمان استدامة النمو الاقتصادي والتجاري. All economic sectors and areas are affected by the development of information and communications technology at various levels. This has had a significant impact on maritime transport in general and on ports, both in terms of their concept and management methods, as they are the most affected by these developments due to their strong connection to international trade. The relationship between development and the generation and use of information has become clear. Consequently, investment in information and the Internet has become one of the factors of production. This has led to an increase in their use in port management, as they are the regulator and primary driver of the movement of goods and commodities within them. They reduce ship waiting times and enhance the speed of their handling, as well as manage the work of port users, provide data, provide the necessary information to decision-makers, and adapt them in accordance with the legal system. This requires amending the latter to keep pace with these developments and ensure the security and protection of all information and various data from all possible breaches and piracy, and confront all challenges and difficulties that may arise. With the continuous technological progress, digitization in the port sector has become an urgent necessity to ensure the sustainability of economic and commercial growth. .
