الخلفية القانونية لتجربة الجزائر في الدمج المدرسي لذوي الإعاقة

Résumé: إن التوجه المعاصر يميل إلى دمج ذوي الإعاقة في الأقسام الخاصة والمدارس العمومية إلى جانب أقرانهم العاديين، وذلك بعدما أكدت الاتفاقيات والمعاهدات والمواثيق ذات الطابع القانوني على ضرورة حماية حق هذه الشريحة الهامة من المجتمع في التعليم الجامع. والمشرع الجزائري كغيره من المشرعين في دول العالم أخد على عاتقه حماية هذا الحق من خلال ما سنه من قوانين تسمح بفتح أقسام خاصة بالأطفال ضعيفي الحواس في المؤسسات التعليمية التابعة لقطاع التربية الوطنية، وتطبيق برامج التربية والتعليم المتخصصين لقطاع التضامن الوطني على مستوى الأقسام الخاصة التي تستقبل الأطفال ذوي إعاقات ذهنية خفيفة، مع توفير معلمين مكونين في مجال التربية الخاصة، إلى جانب التجهيزات المادية الضرورية لاستقبال عدد محدد من التلاميذ ذوي الإعاقة الذين يستوفون شروط الدمج بالمدارس العمومية. The contemporary trend tends to integrate people with disabilities in private departments and public schools alongside their ordinary peers, after conventions, treaties and charters of a legal nature emphasized the need to protect the right of this important segment of society to inclusive education. Algerian legislator, like other legislators in the countries of the world, has taken upon itself to protect this right through the laws that he enacted allowing the opening of special sections for children with impaired senses in the educational institutions affiliated with the national education sector, and the application of specialized education programs for the national solidarity sector at the level of special departments that receive children With mild intellectual disabilities,by providing teachers who are trained in the field of special education, and the necessary material equipment.
