الصدمات البترولية و تداعياتها على نسب الإنفاق دول الخليج العربي دراسة مقارنة بين القرن الـ 20 و القرن الـ21

Résumé: من خلال دراستنا سنقوم بعرض أهم الصدمات التي تعرضت لها أسعار النفط ، وتحليل تداعيات هذه الصدمات على الإنفاق العام لدول الخليج العربي في القرن الـ 21، و مقارنتها مع القرن الـ 20، حيث انخفضت أسعار و عائدات البترول بشكل مشابه خلال الفترتين مما يفسر سبب المقارنة بينهما، و قد بينت الدراسة ضعف الاستفادة لدى الإدارات في دول الخليج، من دروس الانهيارات السابقة في أسعار البترول و اعتمدت نفس سياسات التوسع في الإنفاق خلال فترة رواج أسعار البترول، فمع بداية الربيع العربي في عام 2011، ارتفع سعر برميل البترول ليتخطى الـ 100 دولار للبرميل، استأنفت معه دول الخليج سيناريو تزايد الاعتماد على البترول، و مع حلول عام 2015 واجهت أغلب دول الخليج عجوزات في موازناتها العامة بسبب انخفاض أسعار البترول إلى ما دون 30 دولار للبرميل. Abstract: Through our study, we will present the most important shocks to oil prices, and analyze the implications of these shocks on public spending for the Arab Gulf states in the 21st century, and compare them with the 20th century, as oil prices and revenues fell similarly during the two periods, which explains the reason for the comparison between them. And the study showed the weak benefit of administrations in the Gulf countries, from the lessons of previous collapses in oil prices, and the same policies of spending expansion were adopted during the boom in oil prices. With the onset of the Arab Spring in 2011, the price of a barrel of oil rose to exceed $ 100 a barrel. With it, the Gulf states resumed the scenario of increasing dependence on oil, and by the year 2015 most of the Gulf countries faced deficits in their public budgets due to the drop in oil prices to below $ 30 per barrel.
