الامن الغذائي: اشكالية تحديد المفهوم والابعاد.

Résumé: بات توفير الغذاء للشعوب هاجسا يؤرق حكومات الدول على اختلاف مشاربها السياسية و الايديولوجية، سيما في ظل شح الموارد و غلاء الاسعار في الاسواق الدولية، ويعتبر ضمان الأمن الغذائي شرط أساسي لاستقرار الدول ورفاه شعوبها، كما اصبح القضاء على الجوع وتوفير التغذية الامنة مساع ترافع لأجلها العديد من المنظمات الدولية التي لم تعد تعتبر تحقيق الامن الغذائي هدف بحد ذاته، وانما بات يشكل عنصرا اساسيا من عناصر الرفاه البشري من خلال توفير غذاء امن يحقق صحة جيدة للفرد مع السعي لتوزيعه بين شعوب العالم. في ظل زخم الدراسات و البحوث التي تناولت موضوع الامن الغذائي، جاء بحثنا ليسلط الضوء ويزيح الغموض عن مفهومه وتطوره التاريخي، مع تحديد ابعاده والعوامل المؤثرة فيه. وخلص الى تحديد اهم المحاور التي من شأنها تحقيقه من بينها ضرورة التنسيق الدولي لمجابهة مشكل الجوع وسوء التغذية، مع ضرورة تفعيل دور المنظمات والجمعيات المحلية لإحصاء و تحديد المستحقين الحقيقين للدعم الغذائي وضرورة تعزيز عملها مع المنظمات الدولية. Abstract: Providing food for the people has become an obsession that worries the governments of countries of all political and ideological persuasions, especially in light of the scarcity of resources and the high prices in international markets, and ensuring food security is a prerequisite for the stability of countries and the well-being of their people, and eliminating hunger and providing safe nutrition have become endeavors for which many plead One of the international organizations that no longer consider achieving food security a goal in itself, but rather it has become an essential element of human well-being by providing safe food that achieves good health for the individual while seeking to distribute it among the peoples of the world. In light of the momentum of studies and research that dealt with the issue of food security, our research came to shed light and remove ambiguity about its concept and its historical development, while identifying its dimensions and the factors affecting it. He concluded by identifying the most important axes that would be achieved, including the need for international coordination to confront the problem of hunger and malnutrition, with the need to activate the role of local organizations and associations to count and identify the real beneficiaries of food support and the need to strengthen their work with international organizations.
