معوقات الإصلاح التربوي بالجزائر في ضوء مفهوم الجودة الشاملة

Résumé: تسعى هذه الورقة البحثية الى تسليط الضوء على معوقات الإصلاح التربوي بالجزائر في ضوء مفهوم الجودة الشاملة، انطلاقا من المبادئ الأساسية وغايات إصلاح المنظومة التربوية الجزائرية، وتبيان شروط الإصلاح التربوي الشامل ومراحله، وكذا المشكلات التربوية الأساسية في المدرسة الجزائرية، ومآخذ عن أساليب الإصلاح، وصولا الى شروط ومقومات إنجاح عملية الإصلاح التربوي في ضوء مفهوم الجودة الشاملة. لنخلص في الأخير الى فكرة مفادها: أن إشكالية المنظومة التربوية الجزائرية تبقى إشكالية هيكلية، تتعلق بربط النظام التربوي بخصائص الفلسفة التربوية للمجتمع الجزائري، ويبقى المسعى الى تطوير المنظومة التربوية مرهون بمدى ترسيخ النظام التربوي لأبعاد الهوية الجزائرية، وبذلك يكون النظام التربوي قد حدد وجهته نحو رسم سياسة تربوية تتجانس مع مكونات فلسفته التربويةThis research paper seeks to shed light on the obstacles to educational reform in Algeria in the light of the concept of total quality, based on the basic principles and objectives of reforming the Algerian educational system, and to clarify the conditions and stages of comprehensive educational reform, as well as the basic educational problems in the Algerian school, and drawbacks on reform methods, leading to Conditions and elements for the success of the educational reform process in the light of the concept of total quality. Finally, let us conclude with an idea: The problem of the Algerian educational system remains a structural problem, related to linking the educational system with the characteristics of the educational philosophy of Algerian society.
