دور لجان الأحياء في التنمية المحلية في الجزائر

Résumé: ملخص: يعتبر تطوير المجتمع المدني والدفع بعجلة التنمية من أهم خصائص المجتمع الحديث، كما أن إشراك المواطن في عملية اتخاذ القرار بما ارتبط به من قضايا من أهم معايير الحكم الديمقراطي الرشيد، وعليه تعمل الدول على إيجاد الوسائط الملائمة لتحقيق هذه الغاية، وتقريب المواطن من الإدارة وإعطاءه فرصة للنظر في قضاياه، وهو ما تجسد في الجزائر من خلال فتح المجال لتشكل ما يعرف بـ "لجنة الحي أو جمعية الحي" التي تعد بنية اجتماعية وسيطة، إن استغلت بطريقة جيدة يمكن أن تشكل مستقبلا جهازا هاما في عملية التنمية وتجسيد المفهوم الحقيقي للديمقراطية التشاركية، بما تتميز به من مزايا على رأسها انطلاقها من جوهر عملية التنمية ألا وهي الفرد، وبالتالي قدرتها الكبيرة على الرصد المباشر لانشغالات المواطنين وإمكاناتهم وقدراتهم ومؤهلاتهم وتوظيف ذلك في مشاريع تنموية مستديمة. Abstract : The development of civil society and the acceleration of development is one of the most important characteristics of modern society. The involvement of citizens in the decision-making process and the related issues are among the most important criteria of democratic governance. Therefore, countries work to find suitable means to achieve this goal. Algeria opened the way to the formation of the "Neighborhood Association", which is a social structure and intermediary, if it was exploited in a good way that can be an important future in the development process and reflect the true concept of participatory democracy, with its advantages: the ability to directly monitor the concerns of citizens, their potentials, abilities and qualifications, and to employ them in sustainable development projects.
