المعارضة البرلمانية كمدخل لتفعيل الأداء البرلماني للأحزاب السياسية في الجزائر

Résumé: ملخص: يعالج هذا المقال مكانة المعارضة البرلمانية في النظام الدستوري الجزائري، ومدى ممارستها لأدوارها التشريعية والرقابية على أعمال الحكومة، استنادا إلى الدساتير الجزائرية المتعاقبة، مستهدفا تأثير ذلك على الأداء البرلماني للأحزاب السياسية الجزائرية، ومن بين أهم الحقوق التي منحها المؤسس الدستوري للمعارضة البرلمانية، الحق في المشاركة الفعلية في التشريع، الرقابة على عمل الحكومة، الحق في التعبير وإبداء الرأي، التمثيل في أجهزة غرفتي البرلمان وإخطار المحكمة الدستورية حول دستورية قانون ما. وتوصلت الدراسة إلى أن المعارضة البرلمانية في الجزائر مازالت ضعيفة نوعا ما لعوامل كثيرة، مقارنة بباقي الأنظمة الديمقراطية الأخرى. Abstract This article tackles the position of the parliamentary opposition in the Algerian constitutional system, and the extent to which it exercises its legislative and oversight roles over the work of the government, based on successive Algerian constitutions, targeting the impact of this on the parliamentary performance of Algerian political parties. Among the most important constitutional rights granted by the founder to the parliamentary opposition, is the right to participate actively in the legislation, to control the work of the government, the right to express and express opinions The study concluded that the parliamentary opposition in Algeria is still somewhat weak due to many factors, compared to the rest of the other democratic systems
