تمويل المؤسسات الناشئة في القانون الجزائري، صندوق دعم وتطوير المنظومة الاقتصادية للمؤسسات الناشئة نموذجا

Résumé: تهدف هذه الدراسة إلى إبراز أهمية التمويل على اختلاف صيغه في دعم وتطوير المؤسسات الناشئة التي أصبحت المحرك الأساسي للنمو الاقتصادي للدول، إلا أنها لاقت صعوبات تمويلية عدة بسبب تبنيها لأفكار إبداعية قائمة على المخاطر، ساهمت في إحجام البنوك عن منحها الائتمان. وحرصا منه على استمرار هذا النمط من المؤسسات، استحدث المشرع الجزائري إطارا قانونيا تضمن آليات عدة لتمويلها، إما من أجل المساهمة في بدء المشروع أو استمراره وبقائه وديمومته، وفي سبيل تحقيق ذلك أفردها بحساب تخصيص خاص بعنوان " صندوق دعم وتطوير المنظومة الاقتصادية للمؤسسات الناشئة start-up" يساهم في ترقية وتطوير بيئة المؤسسات الناشئة والابتكار. .This study aims to highlight the importance of financing-in all its forms-in supporting and developing emerging institutions that have become the main engine of economic growth for countries. However, they have faced several financing difficulties due to their adoption of innovative risk-based ideas, which contributed to the reluctance of banks to grant them credit In order to ensure the continuation of this kind of institutions, the Algerian legislator created a legal framework that included several mechanisms for its financing, either in order to contribute to the start of the project or its continuation, survival and permanence and in order to achieve this, he singled out a special allocation account entitled « Star-Up »: Support and Development Fund for the Economic System of Emerging Enterprises, that contributes to the promotion and development of the emerging enterprise environment and innovation.
