أزمة المياه في العالم العربي, الأزمة بين دول المنبع و المصب, مصر و إثيوبيا

Résumé: تتزايد العلاقات الدولية في التوسع لتشمل قطاعات كتنت مهمشة بالسبب التركيز على الجانب الأمني العسكري بعد نهاية الحرب العالمية الثانية و نهاية الحرب الباردة .و لعل أهم هذه الميادين هو ''الأمن المائي'' لكون المياه عصب الحياة و الحضارة و بسب تزايد الطلب عليها في ظل الشح في الموارد . و ركزنا في هذا العمل على منطقة استراتيجية تتوسط العالم و بإضافة إلى أنها خزان العالم من الموارد الطاقوية مع شح في الموارد المائية بسب الظروف الطبيعية وقد حاولنا تبيان واقع الأمن المائي العربي مع إبراز المقومات التقليدية و الغير تقليدية التي ينتظر منها تحقيق الاكتفاء من هذه المادة الحيوية, كذلك حاولنا إبراز اهم التهديدات الداخلية و الخارجية التي تحيط بالأمن المائي العربي مع توضيح لدور القوى المحيطة بالدول العربية في تأثيرها السلبي على واقع الأمن المائي . ثم انتقلنا إلى عينة أدق تبين مدى الصراع حول الموارد المائية ألا وهي منطقة حوض النيل و قمنا بالتعريف بدوله و مقوماتها المائية و السياسات المنتهجة في استغلال هذه الموارد خاصة في ظل الاتفاقيات التاريخية التي وقعت باسم دول الاستعمارية و التي باتت لا ترضي دول المنبع و حاولت إعادة صياغتها وفق ما يضمن مصالحها . ثم انتقلنا إلى المشكلة التي تهدد الأمن المائي المصري و هي ''سد النهضة'' الذي اصبح ذو تأثير واضح بين العلاقات البينية بين مصر و السودان باعتبارها دول المصب و إثيوبيا باعتبارها دولة المنبع و حاولنا التنبؤ بمستقبل العلاقات البينية في ظل إصرار إثيوبيا على عملية إكمال البناء و الملء للسد محاولين استشراف رد الفعل المصري كونها اكبر دولة متضررة , كما ابرزنا دور القوى الأجنبية و أطماعها و السياسات المنتهجة في المنطقة لاعتبارات تاريخية أو باعتبار ان المنطقة سوق واعدة و مورد لا ينفذ من الموارد الأولية. Abstract: International relations are expanding into marginalized sectors, focusing on the military security aspect after the end of the Second World War and the end of the Cold War. Perhaps the most important of these fields is the "water security" of the fact that water is the nerve of life and civilization because of the increasing demand for it with scarce resources. In this work, we focused on a strategic region that mediates the world, adding that it is the world's reservoir of energy resources with scarce water resources due to natural conditions. We have tried to illustrate the realities of Arab water security while highlighting the traditional and non-traditional elements that are expected to achieve satisfaction from this vital material. We have also tried to highlight the most important internal and external threats to Arab water security while illustrating the role of the powers surrounding Arab States in their negative impact on the reality of water security. Then we moved on to a more accurate sample showing the extent of the conflict over water resources, namely the Nile Basin region. We introduced its States, water components and policies to exploit these resources, especially in the light of the historic agreements signed on behalf of colonial Powers, which have become unsatisfactory to upstream States and have tried to reformulate them in accordance with their interests. Then we turned to the problem that threatens Egyptian water security, the "Renaissance Dam", which has become a clear influence between Egypt and the Sudan as downstream States and Ethiopia as upstream States, and we tried to predict the future of inter-relations under Ethiopia's insistence on the process of completing the construction and filling of the dam, trying to anticipate the Egyptian reaction as the largest affected country. We also highlighted the role of foreign powers, their aspirations and policies in the region because of historical considerations or because the region is a promising market and a non-existent resource of primary resources.
