مساهمة صيغ التمويل الإسلامي في تنمية القطاع الفلاحي بالجزائر The Contribution Of Islamic Financing Formulas To Achieving The Development Of The Agricultural Sector In Algeria

Résumé: تهدف هذه الورقة البحثية إلى إبراز خصوصية تمويل القطاع الفلاحي عن بقية القطاعات، ومختلف صيغ القروض البنكية المعتمدة في سبيل إنعاشه، وسبل تجاوز العقبات التي تواجه الفلاحين، وذلك من خلال تسهيل إجراءات الاستفادة من القروض وكذا الإعفاءات والامتيازات الممنوحة. بحيث خلصت الدراسة إلى أن القطاع الفلاحي في الجزائر لا يزال يواجه العديد من المشاكل لعل من أبرزها صعوبة الحصول على التمويل اللازم، لذا أوصت بضرورة توسيع مصادر التمويل باعتماد صيغ التمويل الزراعي الإسلامي، كونه أثبت فعاليه في تجاوز مشكل عدم قدرة الفلاحين على سداد ديونهم، وتجاوبه مع شريحة كبيرة منهم بسبب عدم دفع الفوائد على الديون. Abstract: This research aims to highlight the specificity of financing the agricultural sector, the various forms of bank loans adopted in order to revive this sector and ways to overcome the obstacles facing the peasants, through facilitating the procedures of benefiting from loans, as well as the exemptions and privileges granted. The study concluded that the agricultural sector in Algeria still faces many problems, perhaps the most prominent of which is the difficulty of obtaining the necessary financing, so it recommended the need to expand the sources of financing by adopting Islamic agricultural financing forms, as it has proven effective in overcoming the problem of the inability of peasants to pay their debts, and responding to a large segment of them due to non-payment of interest on debts.
