الخسائر و الأضرار الناجمة عن التغيرات المناخية

Résumé: ملخص: إن فشل الدول الأطراف في النظام القانوني للمناخ في تحقيق مجهودات معتبرة لتخفيف الإنبعاثات من الغازات الدفيئة والتكيف لمواجهة التغيرات المناخية أدى إلى ظهور الخسائر والأضرار أو ما يسمى بالآثار السلبية للتغيرات المناخية، والتي مست خاصة الدول الجزيرية الصغرى وكذا الدول النامية، هذا الموضوع الجديد هو موضوع خلاف في المفاوضات الدولية حول المناخ بين الدول النامية وخاصة الدول الجزيرية الصغرى والدول المتقدمة حول مفهوم هذه الخسائر والأضرار المناخية، وكيفية معالجتها، وكاستجابة للمجتمع الدولي لموضوع الخسائر والأضرار أسفرت المفاوضات المناخية إلى إنشاء عدة مؤسسات لذلك والتفكير في حشد موارد مالية إضافية في ظل التناقص في التمويل الدولي للمناخ لمساعدة الدول التي تكبدت هذه الخسائر والأضرار المناخية . Abstract: The failure of States Parties to the climate legal system to achieve significant efforts to mitigate greenhouse gas emissions and adapt to climate change has resulted in loss and damage or the so-called adverse effects of climate change, particularly on small island States as well as developing countries "This new topic is the subject of disagreement in international climate negotiations between developing countries, especially small island States and developed countries, on the concept of such losses and climate damage, How to address them, and as a response to the international community's loss and damage ,climate negotiations have led to the establishment of several institutions to that end and to consider mobilizing additional financial resources as international climate finance decreases to assist States that have suffered such losses and climate damage.
