قراءة في واقع إصلاح المنظومة الصحية الجزائرية قبل أزمة فيروس كورونا

Résumé: ملخص: تهدف هده الدراسة إلي التعرف على السياسات والبرامج الصحية التي طبقتها الجزائر منذ الاستقلال إلى فترة ما قبل فيروس كورورنا بدايةَ سنةِ 2020، بغية تشخيص الوضع القائم وإبراز أهم الجوانب التي شملها إصلاح المنظومة الصحية في هذه الفترة، وهو الأمر الذي يستلزم حتمية التكيف مع الواقع المتجدد الذي تعرفه المنظومة الصحية على مختلف الأصعدة الاقتصادية والاجتماعية والسياسية تماشيا مع التطورات التكنولوجية السريعة وكذا التحولات الديموغرافية والوبائية. كما تهدف الدراسة إلى تسليط الضوء على أهم الاختلالات والعراقيل التي تحد من الجهود التي تبذلها الدولة لرفع مستوى الخدمات الصحية المقدمة وفي الأخير عرض أولويات السياسة الصحية من خلال الإصلاحات المسطرة لآفاق سنة 2030. Abstract: This study aims to identify the health policies and programs that has been applied in Algeria since independence intel the out break of Corona virus in beginin of 2020 , in order to diagnose the current situation and to highlight the most important aspects included by the health system reform at this period. This requires coping with the renewed reality witnessed by the health system at various economic, social, and political levels in line with technological developments and demographic , epidemiological transformations. It also highlights the imbalances and obstacles limiting the State efforts in upgrading the provided health services. It similarly outlines health policy priorities through the 2030 reforms prospects.
