أجهزة تنمية المقاولاتية ودعم الاستثمار للتشغيل ومحاربة البطالة في الجزائر Entrepreneurship Development And Investment Support Agencies For Employment And Combating Unemployment In Algeria

Résumé: على غرار دول العالم تواجه الجزائر مشكلة البطالة وركود سوق العمل وانخفاض معدلات المقاولاتية والاستثمار وذلك لأسباب متعددة لاسيما مع أزمة كوفيد -19-، وإذا كانت المقاولاتية والاستثمار يشكلان الآلية الفعالة لزيادة التشغيل ومحاربة البطالة، فإن خلق أجهزة تنموية تقوم على مبدأ المقاولاتية والاستثمار لدعم المؤسسات والمشاريع الصغيرة والمتوسطة، تعتبر خطوة هامة تندرج ضمن مقاربة اقتصادية جديدة لدعم ومرافقة أصحاب المشاريع، وفق تصور جديد يؤسس لرؤية اقتصادية شاملة، تهدف إلى إقحام المؤسسات المصغرة في قلب السياسة العمومية للدولة. ولذلك يتعين البحث في دور الآليات والأجهزة المخصصة لدعم سوق العمل وفتح فرص التشغيل عن طريق المقاولاتية والاستثمار على رأسها الوكالة الوطنية لدعم وتنمية المقاولاتية (الوكالة الوطنية لدعم تشغيل الشباب سابقا)، الوكالة الوطنية لتسيير القرض المصغر والصندوق الوطني للتأمين على البطالة (ANADE). Like the countries of the world, Algeria faces the problem of unemployment, stagnation of the labor market, and low rates of entrepreneurship and investment, for various reasons, especially with the Covid-19 crisis. Entrepreneurship and investment to support small and medium enterprises and projects, is an important step that falls within a new economic approach to support and accompany project owners, according to a new vision that establishes a comprehensive economic vision, aimed at involving micro enterprises at the heart of the state’s public policy. Therefore, it is necessary to discuss the role of the mechanisms and devices designated to support the labor market and open employment opportunities through entrepreneurship and investment, led by the National Agency for Entrepreneurship Support and Development.
