التكامل بين الهيئات الحكومية والمؤسسات الأهلية في القيام على العمل الخيري في تاريخ الغرب الإسلامي

Résumé: إن مركزية "العمل الخيري" في المدونة التراثية الإسلامية، لتغري الباحث بالنظر فيما وراء النصوص، وما يحفّها من شروح وتفسيرات، إلى ما يضجّ به واقع الناس، ويتماهى مع همومهم وانشغالاتهم، مما تنتظمه تواريخهم من أحداث ووقائع مسطورة. ولذلك كان من رهانات هذا البحث أن ينفذ إلى أعماق الحراك المجتمعي في حقبة تاريخية بعينها، اُتخذت كمحك لإجراء مقاربة تاريخية، تهدف إلى تتبع تجليات "العمل الخيري"، والوقوف على بواعثه ودواعيه، بقدْر اختبار جدواه وفاعليته، ومدى تحقيقه لأهدافه المعلنة. ولقد اختار البحث لنفسه أن يجري مقاربته في سياق جدلي، مقابلا بين دور الهيئات الحكومية والمؤسسات الأهلية في القيام على "العمل الخيري"، محاولا بقدر ما تتيحه الإفادات والشواهد الخبرية، الإمساك بالتقاطعات الممكنة، كما المفارقات المتوقعة، بين طرفين يرتهن أمن المجتمع واستقراره لمدى الوئام والتكامل الحاصل بينهما. لا يقدم البحث نتائج حاسمة نهائية، بقدر ما يعلن عن أهمية استصحاب التاريخ في أنساقه العميقة السكونية، في الكشف عن مقاصد النصوص، والاهتداء إلى سنن الله في الآفاق والأنفس. Surely the central place of the “philanthropic action” in the Islamic heritage corpus seduces the researcher to seek senses behind texts with its entourage of explanations and interpretations, to achieve what the population reality gives as preoccupations and problems in the written historical events. As a result, this article aims at deepening the sight of the social activity in a certain period, taken as a criterion for a historical comparative study, to follow “the philanthropic action” as well as its causes without forgetting its utility and effectiveness and the evaluation of the realisation of its declared objectives. More, the researcher chose to carry his approach in a dialectic context, comparing between the governmental organisms and the popular institutions in fulfilling “the philanthropic action”, trying, as long as the historical narration permits it, to grasp the possible commons points like the expected differences, between two sides on whose harmony and complementarities the peace and stability of society rely. The research does not propose final results but rather focuses on the importance of accompanying History in its profound and static systems, for discovering goals of texts and attaining God’s law in horizons and souls.
