مكانة الشعوب الأصلية في سياق المفاوضات الدولية المتعلقة بتغير المناخ

Résumé: تعتبر الموارد الطبيعية المتاحة في مناطق وأقاليم الشعوب الأصلية أساس بقائها واستمرارها على قيد الحياة، فهي من أهم سبل معيشتها اليومية وبقائها، لذا تتأثر حياتها تأثرا مباشرا بتدهور البيئة والنظم الإيكولوجية ونظرا لكونها من أشد الفئات تأثرا بتغير المناخ فإن الشعوب الأصلية ما انفكت تطالب منذ سنوات بمزيد من الحماية لحقوقها الإنسانية وتعزيز مركزها القانوني في سياق المفاوضات الدولية بشأن تغير المناخ والجهود المرتبطة به، وكذا حق المشاركة الفعلية والكاملة في هذه المفاوضات كطرف فاعل في دولها وفي العالم، وفقا لمبادئ إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية لعام 2007. في هذه الدراسة، سيتم التعرض لعلاقة التأثير والتأثر بين تغير المناخ والشعوب الأصلية، وإبراز المكانة التي تحتلها هذه الشعوب المتميزة في سياق المفاوضات والسياسات والجهود الدولية الرامية إلى التصدي لتغير المناخ بما في ذلك آثاره المحتملة عليها./////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////Les peuples autochtones sont souvent fortement dépendants des ressources naturelles de leurs régions et territoires traditionnels et sont donc directement affectés par la dégradation de l'environnement et des écosystèmes. Parmi les plus vulnérables au changement climatique, les peuples autochtones réclament depuis des années une plus grande protection de leurs droits humains et le renforcement de leur statut juridique dans le contexte des négociations internationales sur le changement climatique et des efforts connexes, ainsi que participer à ces discussions en tant qu'acteur actif dans leurs pays respectifs et dans le monde, conformément aux principes de la Déclaration des Nations Unies de 2007 sur les droits des peuples autochtones. À travers cette étude, l’accent sera mis sur la relation entre le changement climatique et les peuples autochtones, en soulignant leur statut de peuples distincts dans le contexte des négociations internationales, des politiques et des efforts pour faire face au changement climatique, y compris ses impacts potentiels./////////////////////////////////////////////////////////////////////////////////////////////////Indigenous peoples are often heavily dependent on the natural resources of their traditional regions and territories and are therefore directly affected by the degradation of the environment and ecosystems. As one of the most vulnerable to climate change, indigenous peoples have called for years for a greater protection of their human rights and for the strengthening of their legal status in the context of international negotiations on climate change and related efforts, and to effectively and fully participate in these discussions as an active actor in their respective countries and in the world, in accordance with the principles of the 2007 United Nations Declaration on the Rights of Indigenous Peoples. Through this study, Focus will be on the relationship between climate change and indigenous peoples, highlighting their status as distinct peoples in the context of international negotiations, policies and efforts to address climate change, including its potential impacts.
