الديموقراطية التشاركية كألية لتحقيق التنمية المحلية
Résumé: هدفت دراستنا إلى تقصي الإطار المفاهيمي للديمقراطية التشاركية وطبيعة علاقتها بمفهوم التنمية المحلية، والبحث في هذا الموضوع تم صياغة الإشكالية التالية: هل مقاربة الديمقراطية التشاركية لها أثر في تحقيق التنمية المحلية الجزائرية ( 2011/2019) ؟. للإجابة عن هذا الإشكال تم الاستعانة بعدة مناهج ومقاربات، - كالمنهج التاريخي توظيف أدواته لإسقاط وتقصي العوامل التي من خلالها أدرجت الديمقراطية في النظام السياسي الجزائري ،أما المقاربة القانونية للبحث في محتوى الدساتير التي رسخت مفهوم بناء الأنظمة وفق مقاربة التشاركية، ومن نتائج الدراسة : تعتبر الروابط الاجتماعية هي مصدر بناء المجتمعات وتطويرها، لهذا لابد على السلطات أن تشجع كل ما هو مشترك، و لا يتنافى مع القيم الاجتماعية للمجتمع وتشجيعه عمى المشاركة في اتخاذ القرار ، تشكل منضمات المجتمع المدني الإطار الأمثل لمشاركة المواطنين في تدبرهم للشأن المحلي؛ تتأثر الديمقراطية التشاركية في تحقيق التنمية المحمية من خلال الآليات الاجرائية والتأسيسية لتجسيدها؛ إذ يعتبر قانون البلدية رقم 11-10 كنقطة انطلاقة من أجل تكريس الديمقراطية التشاركية في الجزائر. الكلمات المفتاحية : الديمقراطية التشاركية ؛ آليات الديمقراطية التشاركية؛ التنمية المحلية؛ التنمية المحلية الجزائرية. Abstract : Our study aimed at exploring the conceptual framework of participatory democracy and the nature of its relationship with the concept of local development, and to discuss this topic, the following problem has been formulated: Does the approach of participatory democracy have an impact on the achievement of Algerian local development (2011-2019)? To answer this problem, several approaches have been used, such as the historical method, to use its tools to project and investigate the factors through which democracy is incorporated into the Algerian political system, and the legal approach to research in the content of constitutions, which has established the concept of building systems according to a participatory approach. The result of the study indicates that there is a correlation between the independent variable from the results of the study: Social bonds are the source of building and developing societies, so the authorities must encourage everything that is common and does not contradict the social values of society and encourage it to participate in decision-making.
