الانتخابات الليبية بين العقبات الداخلية والتدخلات الخارجية

Résumé: تسعى هذه الدراسة إلى معالجة موضوع "الانتخابات الليبية بين العقبات الداخلية والتدخلات الخارجية"، حيث كان من المفترض أن تكون الانتخابات في ليبيا وسيلة للانتقال والتعافي من الحرب، إلا أن الايديولوجيا وطبيعة النظام السياسي والظروف الاقتصادية والاجتماعية وكذا خلافات صياغة الدستور الجديد أثرت على مسار العملية الانتخابية في ليبيا، وبالتالي فإن غياب أو ضعف النظام الحزبي مهد لبروز الانتماء القبلي والجهوي كبديل أو كخيار للكثير من الناخبين في الانتخابات التي عرفتها الدولة بعد الحرب. وعليه فإن الانتخابات الليبية أثرت فيها العديد من العوامل الداخلية (السياسية، الاقتصادية والاجتماعية)، والخارجية، حيث زاد الفراغ السياسي للسلطة في ليبيا ما بعد القذافي من التدخل الخارجي في العملية الانتخابية. This study seeks to address the issue of "Libyan elections between internal obstacles and external interference", as the elections in Libya were supposed to be a means of transition and recovery from the war, but the ideology, the nature of the political system, the economic and social conditions, as well as the differences in drafting the new constitution affected the course of the electoral process. In Libya, therefore, the absence or weakness of the party system paved the way for the emergence of tribal and regional affiliation as an alternative or as an option for many voters in the elections that the country knew after the war. Accordingly, the Libyan elections were affected by many internal (political, economic and social) and external factors, as the political vacuum of power in post-Gaddafi Libya increased external interference in the electoral process.
