الحماية الدولية لكبار السن ذوي الإعاقة في التمتع بحقوق الإنسان والحريات الأساسية

Résumé: يواجه الأشخاص كبار السن من ذوي الإعاقة تحديات كبيرة في سبيل التمتّع بحقوق الإنسان والحريات الأساسية على قدم المساواة مع الآخرين، إذ أن حقوق هذه الفئة الهشة لم تحظ بنفس ما تحظى به باقي الفئات من اهتمام وحماية على مستوى القانون الدولي لحقوق الإنسان. الأمر الذي يؤدّي تجاهها إلى المعاملة بشتى أشكال التّمييز والحرمان والإهمال والاستغلال والإيذاء، وغيرها من ضروب المعاملة القاسية. ولذلك جاء هذا المقال ليسلط الضوء على التحديات التي تواجه كبار السن من ذوي الإعاقة والتي تفرضها عليهم ازدواجية الشيخوخة والإعاقة، كما يبحث عن الحلول التي تحدّ من هذه المعاملات السيئة. Older persons with disabilities face great challenges in order to enjoy human rights and fundamental freedoms on an equal basis with others, as the rights of this vulnerable group did not receive the same attention and protection as the rest of the groups at the level of international human rights law, which leads to To treatment in various forms of discrimination, deprivation, neglect, exploitation, abuse and other forms of cruel treatment, and thus this article came to shed light on the challenges facing elderly people with disabilities imposed on them by the duality of old age and disability and their meeting in the same person, and searches for solutions that limit these transactions.
