Résumé: The purpose of this study is to determine the role of using the information and communication technology to improve the competency of local administration by facilitating the provision of public services to citizens and reinforcing the popular participation, the researcher wanted, thru this study, to determine the effect of the use of information and communication technology onto the competency of local administration in the application of Algerian examples, The problematic of study was proposed by the following question : to which level, the use of information and communication technology in managing the local general affairs helps to improve the competency of local administration in Algeria ?
