أثر الدعم الاجتماعي على الميزانية العامة للدولة في الجزائر: دراسة قياسية للفترة 1993-2018 باستخدام نموذج Ardl

Résumé: تناولت هذه الدراسة موضوع سياسة الدعم الاجتماعي في الجزائر وأثره على الميزانية العامة للدولة ،حيث قامت الدراسة بإلقاء الضوء على تطور أشكال سياسة الدعم والمتمثلة في التحويلات الاجتماعية وتحليل بنودهما خلال الفترة 1993-2018، هذا باستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة المبطئة ARDL، اين قامت الدراسة بالاعتماد على المنهج التحليلي الكمي من خلال جمع المعلومات والإحصائيات وتحليلها تحليلا منطقيا للوصول إلى النتائج المطلوبة، وفي الأخيرتوصلت الدراسة الى أن كل زيادة في الدعم الاجتماعي والتحويلات الاجتماعية ينجم عنه زيادة في عجز الميزانية العامة للدولة في الجزائر، حيث رغم أن التحويلات الاجتماعية تمثل جزءا دينامكيا من ميزانية الدولة ولديها خصوصية كونها محمية في فصول موزعة على عدة أجزاء من الميزانية إلا أنها تعد أحد الأسباب الرئيسية في عجز الميزانية العامة للدولة This study treats the subject of social support Policy in algeria and its impact on the state Generalbudget ,the present study sheds light on the evolution of the forms of support policies namely social transfer and analysis of the period 1993 -2018 using the ARDL model quantitive analysis have been used in this Studay, allby collecting statistics and analysing it in a logic manner to assure the predicted results showed that once the social support and social transfer increase ,the state general budget deficit will increase ,taking in to connderation that even that the social transfer represents a dynamic part in the budget and has its specifics being protected among chapters distributed in several parts in the budget , but its remains he of the principal causes of the state general budget.
