التحويلات الاجتماعية وأثرها على عجز الميزانية العامة في الجزائر: دراسة قياسية باستخدام نموذجardlخلال الفترة 1990-2020.

Résumé: تهدف الدراسة إلى قياس أثر التحويلات الاجتماعية على عجز الميزانية العامة للدولة باستخدام نموذج ARDL للفترة 1990-2020، من خلال تسليط الضوء على حالة الجزائر، وهذا بالاعتماد على المنهج التحليلي الكمي للمعطيات والإحصائيات وتحليلها للوصول إلى النتائج المرجوة. وكون التحويلات الاجتماعية تعتبر من أهم الأدوات ضمن السياسة الاجتماعية المتبعة من طرف الجزائر، ونتيجة للتوسع في نفقاتها خصوصا من الجانب الاجتماعي والمقيدة ضمن نفقات التسيير، هذا من خلال التطرق للإطار النظري لعجز الميزانية العامة وواقع التحويلات الاجتماعية في الجزائر. وتوصلت الدراسة إلى أن متغير التحويلات الاجتماعية يؤثر على عجز الميزانية العامة في المدى الطويل، بحيث إذا زادت التحويلات الاجتماعية بنسبة 1℅، فإن عجز الموازنة يتغير ب 1,429645℅، وفي الأجل القصير وذا دلالة إحصائية prb≤0.05))، وبتأثير موجب لأن التحويلات الاجتماعية تؤثر إيجابا وسلبا على الميزانية العامة على حسب مخصصاتها التي تتأثر بتقلبات في سعر النفط. This study tried to measure the impact of social transfers on the state's general budget deficit to use the ARDL model for the 1990-2020 period by highlighting the situation of Algeria, and this is based on the quantitative analytical approach to data and statistics and analyzing them to reach the desired results. And the fact that social transfers are considered one of the most important tools within the social policy followed by Algeria, and as a result of its expansion in its expenses, the social and restricted aspect within the expenses of the management, through a discussion of the theoretical framework of the deficit of the general budget and the reality of social transfers in Algeria. Based on the results of the model, the study concluded that the variable of social transfers affects the short budget deficit in the long term so that if social transfers increase by 1℅, then the budget deficit changes 1,429645℅ It is obligatory because social transfers affect positively and negatively on the general budget, according to their allocations, which are affected by fluctuations in the price of oil.
