Résumé: إن المتتبع للمشهد السياسي الأمريكي وطبيعة صناعة القرار فيه يرى بوضوح أن مؤسسات ومراكز البحث والتفكير أصبحت جزء لا يتجزأ من منظومة صناعة القرار الأمريكي، فمن بين العديد من المؤثرات يبرز الدور الكبير الذي تلعبه مراكز البحث والتفكير في صناعة الإستراتيجية الأمريكية للأمن القومي، فظهور مراكز البحث والتفكير كلاعب مهم في مجتمع صانعي الإستراتيجية الأمريكية يدلنا على مدى تأثير هذه المجموعة المنظمة من المؤسسات في بيئة صنع الإستراتيجية الأمريكية. وفي هذا السياق يقول ريتشارد هاس:" من بين العديد من الجهات التي تمارس التأثير في صياغة السياسة الخارجية الأمريكية، تعد مراكز البحث ودراسة السياسات الأكثر أهمية والأقل حظوة." ويتجلى تأثير هذه المراكز على توجهات التفكير الإستراتيجي الأمريكي اتجاه الصين في تيارين اثنين هما تيار الاحتواء الذي يدعو صراحة إلى إسقاط إستراتيجية الحرب الباردة على الصين باعتبارها تمثل تهديد إستراتيجي للولايات المتحدة، في مقابل تيار الارتباط الذي يدعو إلى الدمج الناعم للصين في المؤسسات الدولية وآليات العمل الجماعي لكبح أي طموحات للصين تستهدف قواعد النظام الدولي القائم.
