Résumé: Dealing with the topic of analytical theory study on improving public service at the level of local administration in Algeria by addressing to organize local administration by levels and their importance, objectives and organization of the public service in terms of its concept and types of public services, systems and principles, as well as The areas within the local administration units in providing services, It also addresses the problems and obstacles to provide local management of services at the required level of inner and outer perimeter for management and propose appropriate solutions by activating what ever new improved mechanisms and institutional platforms and other associated Update management systems, These reforms have been accompanied by many legal texts and regulations with a view reflected in reality, achieving some positive results but remain inadequate waiting more effective results serve path of reform and development. يتناول الموضوع دراسة نظرية تحليلية حول تحسين الخدمة العمومية على مستوى الإدارة العمومية في الجزائر من خلال التّطرّق لتنظيم الإدارة المحلية بمستوياتها وأهميتها وأهدافها وكذا تنظيم الخدمة العمومية من حيث مفهومها وأنواع الخدمات العمومية ونظمها ومبادئها، بالإضافة إلى مجالات تدخّل وحدات الإدارة المحلية في تقديم الخدمات، كما يتناول الموضوع المشاكل والمعوّقات الّتي تحول دون تقديم الإدارة المحلية للخدمات في المستوى المطلوب المتعلّقة منها بالمحيط الدّاخلي والخارجي للإدارة واقتراح الحلول المناسبة لذلك من خلال تفعيل ما سبق و استحداث آليات ومناهج تحسين جديدة مؤسّساتية وأخرى مرتبطة بتحديث نظم التّسيير، وقد رافقت هذه الإصلاحات العديد من النّصوص القانونية واللّوائح بهدف تجسيدها في الواقع، حيث تمّ تحقيق بعض النّتائج الإيجابية لكن تبقى غير كافية في انتظار نتائج أخرى أكثر فعالية تخدم مسار الإصلاح والتّنمية.
