الاعلام الجديد والديمقراطية قراءة في التحولات والتحديات

Résumé: باتت تقنية الإعلام الجديد وتأثيرها على الديمقراطية قضية محورية في ظلّ الظروف الراهنة للعالم ككل والعالم العربي، فقد أصبح الاستخدام الفعَّال لوسائل الاعلام الجديد في العمل السياسي من الأمور الحيوية لتدعيم ممارسة الديمقراطية بشكل أثَّر على أداء المؤسسات التقليدية، وبما أتاحه من مجال مفتوح من الأفكار والمعلومات السياسية، فاستخدامها يعدّ أحد أكبر التّحديات التي تواجه العالم العربي اليوم، لذا يكون من الضروري فهم الدور الذي يلعبه الإعلام الجديد في المجال السياسي من خلال إيجاد آليات وطرق عمل جديدة لممارسة الديمقراطية والعمل السياسي، يمكن أن نطلق عليها ديمقراطية تكنولوجيا المعلومات والاتصالات، أو الديمقراطية الإلكترونية أو الرقمية، التي تعد نتاجا للتكامل بين قيم وجوهر الديمقراطية كمفهوم سياسي واجتماعي وتكنولوجيا المعلومات والاتصالات كآلية ووسيلة لتعزيزها. Abstract : The new media technology and its impact on democracy has become central to the current circumstances of the world as a whole and the Arab world. The effective use of the new media in political work is vital to strengthen the practice of Democracy and its impact on the performance of traditional institutions, and the open space of political ideas and information, so use is one of the biggest challenges facing the Arab world today, so it is necessary to understand the role of the new media in the political sphere By finding new ways of work for the exercise of democracy and political mechanisms of action, it can be called ICT democracy or e-democracy or digital, which is a product of integration between the values and essence of the democratic political concept, social, and information and communication technology as a mechanism and a means to promote.
