الغاز الجزائري والتّصور الطّاقي الأوروبي: قراءة في الرّاهن والرِّهان

Résumé: الملخص: توسّعت الجزائر في إطار سياستها الطاقية من تصدير غازها –كأحد أهم مواردها الإستراتيجية- نحو فرنسا فترة ما بعد الإستقلال إلى تعميم ذلك على معظم دول الضّفة الشمالية للمتوسط، ليتعزّز ذلك بعد توقيع اتفاق الشراكة مع الإتحاد الأوروبي نهاية عام 2001م، حيث أنّ الملف الطاقي كان أهمّ محاور البعد الإقتصادي في هذه الشراكة، سواء لما يُمثّله من عوائد مالية بالنسبة للجزائر أو للإعتبارات الإقتصادية والصناعية لدول الإتحاد، والذي تجسّد بعدها بشكلٍ جليٍّ حين إبرام الطرفين اتفاقهما الإستراتيجي للطاقة منتصف عام 2013م، وما أعقبه من مشاريع وحوارات حملت آفاقًا واسعة بغاية مجابهة مجمل التحديّات الطاقية الرّاهنة بالنسبة لكلّ جانب. تطرقت إشكالية الدراسة إلى محاولة تحليل التّجاذبات الطاقية في علاقات الطرفين من حيث أمن الطلب وأمن العرض ومجمل التّحديات التي تُواجه الغاز الجزائري خاصّة ما تعلّق بالتنافس الدّولي حول كسب السوق الأوروبية في مجال إمداداته، كما هدفت للبحث في مستقبله والخيارات الطاقية البديلة أو المرافقة له لاسيما في ظلّ تصوّر الإتحاد الأوروبي وكذا تطلعه لتحقيق انتقاله الطاقي. الكلمات المفتاحية: أمن الغاز، الغاز الجزائري، السياسة الطاقية الأوروبية، الإنتقال الطاقي. Summray : Algeria has expended its energy policy from the export of gas -as one of the most important strategic resource- to France in period of post-independence to generalize it to most of the countries of the northern bank of the Mediterranean, To be strengthened after the signing of the partnership agreement with the European Union in December 2001, which the energy file was the most important axes of the economic dimension in this partnership, both in terms of financial returns for Algeria or for economic and industrial needs and widgets for the European Union. The problematic of this study was to try to analyze the energy interactions in the relation between the two parties in terms of security of demand and supply security and the overal challenges facing by Algerian gas, especially with regard to the international competition on winning the European market in the field of gas supplies, it also aimed to research on the future of Algerian gas and alternative or accompanying energy options, especially in light of the European Union's vision as well as its aspiration to achieve its energy transition.
