قطع العلاقات الدبلوماسية في ضوء أحكام القانون الدولي

Résumé: يكتسي التمثيل الدبلوماسي أهمية بالغة في تدعيم العلاقات بين الدول، وتعتبر البعثة الدبلوماسية من الأدوات الأساسية للدولة المرسلة والمصدر الرئيسي للمعلومات التي تحصل عليها من الدولة المستقبلة، وهي وسيلتها في تعميق علاقاتها وانسيابيتها وتحقيقا لمصالحها، لذا يمثل قطع العلاقات الدبلوماسية بين الدول الوجه السلبي للعلاقات الدولية بصفة عامة والعلاقات الدبلوماسية بصفة خاصة، ولذلك نجد أن الدول لا تلجأ إلى قطع علاقاتها الدبلوماسية مع غيرها من الدول إلا عندما تجد أن مبررات إقامة العلاقات الدبلوماسية لم تعد قائمة، وذلك عندما تصل الدولة التي تلجأ إلى اتخاذ إجراء قطع العلاقات الدبلوماسية إلى قناعة بأن سلوك وتصرفات الدولة الأخرى أضحى يشكل خطورة على مصالحها أو أمنها أو سيادتها بالمفهوم الواسع. The diplomatic representative constitutes an important capital for the consolidation of the interstates relations. The diplomatic mission in considered as one of the essential mean between the States. Also, it constitutes one important source of the information received from the other States. It represents the development and the deeply tool for the reciprocal interests. That makes, in general, the rupture of the diplomatic relations as an unlucky aspect on the international relations, and in particular, the diplomatic relations Frequently, the State don’t turns to the rupture of its diplomatic relations excepting if is arrive to the conviction concerning the reasons inexistence for this establishment because the comportment and conduct of the part are harmful for the interests and for the sovereignty.
