الإبلاغ عن جرائم الفساد، بين الحماية والتجريم

Résumé: ملخص: يعدّ الفساد من أخطر الظواهر الإجرامية التي تنخر اقتصاد الدولة الجزائرية، وكثيراً ما يترعرع الفساد في مواضيع الصفقات العمومية التي توفر مناخاً خصباً لتغوله، وفي ظل المناداة بإرساء دولة تحكمها العدالة وسلطان القانون وحوكمة صرف المال العام، يستدعي الأمر تدعيم أجهزة الدولة المختصة في مكافحة الفساد، بإشراك المواطن وفعاليات المجتمع المدني وتشجيعهم على الإبلاغ عن جرائم الفساد. Abstract: Corruption is one of the most dangerous criminal phenomena that negatively affect the economy of the Algerian state. Corruption is often rampant in matters of public procurement that provide a fertile environment for its spread, and in light of the call for the establishment of a state governed by justice, the rule of law and the governance of spending public money, the matter calls for strengthening the competent state agencies in combating Corruption, by involving citizens and civil society actors and encouraging them to report corruption crimes.
