شبابيك الصيرفة الإسلامية بالبنوك التقليدية كآلية لتفعيل الصيرفة الإسلامية بالجزائر

Résumé: تهدف الدراسة إلى تقديم الخيار المناسب لإشكالية تمويل الاقتصاد الوطني نتيجة الضغوط المالية المتوقعة، خاصة في ظل استبعاد الحكومة خيار الدين الخارجي وخيار التمويل غير التقليدي، مما يفرض اللّجوء إلى خيار تفعيل الصيرفة الإسلامية في النظام المصرفي الجزائري لتعزيز القدرة على استقطاب الموارد المالية. وقد خلصت الدراسة إلى أن شبابيك الصيرفة الإسلامية تسمح للنظام المصرفي باستقطاب الموارد المالية اللازمة لتمويل التنمية وهي أكثر سلامة وضماناً من الممارسات البنكية الكلاسيكية، وأوصت الدراسة بضرورة وجود هيئة رقابة شرعية للشبابيك الإسلامية لضمان تماشي منتجاتها مع الشريعة الإسلامية من أجل كسب ثقة الزبائن. الكلمات المفتاحية: شباك الصيرفة الإسلامية؛ استقطاب الموارد المالية؛ نظام مصرفي جزائري؛ Abstract: The aim of the study is to provide an appropriate option for the problem of financing the national economy as a result of the anticipated financial pressures, especially in view of the Government's exclusion of the external debt option and the non-traditional financing option. This makes it necessary to use the option of activating the Islamic banking in the Algerian banking system to enhance the capacity to attract financial resources. The study concluded that the windows of Islamic banking allow the banking system to attract the financial resources needed to finance development, and it is safer and more secure than the classic banking practices, The study recommended the necessity of having a Sharia supervisory board for Islamic windows to ensure that their products comply with Islamic Sharia in order to gain the trust of customers.
