دور عصرنة الجماعات المحلية في تحسين أداء المورد البشريدراسة حالة بلديات دائرة سيدي خويلد

Résumé: هدفت الدراسة إلى دراسة دور عصنة الجماعات المحلية في تحسين أداء المورد البشري من خلال التساؤل الرئيسي: ما هو الدور الذي تلعبه العصرنة في تحسين أداء المورد البشري في الجماعات المحلية؟ وتم استخدام المنهج الوصفي، كما تم الاعتماد على دراسة الحالة من خلال الملاحظة والوثائق الرسمية، والاستبيان ومعالجته الإحصائية عن طريق برنامج spss نسخة 22 . وتمت الدراسة على عينة من موظفي بلديات دائرة سيدي خويلد والمتمثلة في 56 موظف تم اختيارها بطريقة قصدية. وجاءت نتائج الدراسة الميدانية بوجود علاقة تأثير مباشر ذات دلالة إحصائية بين عصرنة الجماعات المحلية، وانعكاس ذلك على أداء المورد البشري عند مستوى دلالة (0.01) ببلديات دائرة سيدي خويلد. The study aimed to study the role of local groups' impotence in improving the performance of the human resource through the main question: What role does modernization play in improving the performance of the human resource in local communities? The descriptive approach was used, and the case study was relied upon through observation and official documents, the questionnaire and its statistical treatment by spss version 22 program. The study was carried out on a sample of the municipalities of Sidi Khwailid district, represented by 56 employees who were deliberately chosen. The results of the field study came in the presence of a direct, statistically significant impact relationship between the modernization of local communities, and its reflection on the performance of the human resource at a significance level (0.01) in the municipalities of Sidi Khuwaylid district.
