آليات تسيير القطاع العام الاقتصادي بالجزائر في ظل نظام اقتصاد السوق

Résumé: يعتبر القطاع العام الاقتصادي محور مركزي للسياسة الاقتصادية بالجزائر، إذ يعد وسـيلة هامــة لتحقيــق مجموعــة مختلفــة مــن الأهــداف الاقتصــادية والاجتماعية والسياســية، فبظهــور الأزمــة البتروليــة الــتي شــهدها العــالم في أواخــر الثمانينــات، دفعــت أصــحاب القــرار إلى التفكــير بجديــة لإنقــاذ الوضــعية الاقتصــادية للدولـة. تطورت طرق ممارسة حق ملكية الدولة للمؤسسات الاقتصادية العمومية حسب خصوصية كل مرحلة، بعد خروجها من الحقل الاقتصادي والاعتراف بالقطاع الخاص كشريك لها في إطار أحكام الخوصصة، حيث عرف تسيير القطاع العام الاقتصادي، تجسيدا لانسحاب الدولة ظهور عدة أجهزة مسيرة لمساهمات الدولة، تسمى بالهياكل الوسيطة، والتي تُعبّر في نفس الوقت على مراحل تطور تسيير وتنظيم القطاع العام الاقتصادي في الجزائر، حيث برزت في المرحلة الأولى صناديق المساهمة 1988-1995، ثم الشركات القابضة العمومية 1995-2001، لتليها شركات تسيير مساهمات الدولة 2001-2015، أما التنظيم الحالي فيأخذ شكل التجميعات الصناعية العمومية بكل التعديلات الواردة عليه. The economic public sector is a central focus of Algeria's economic policy, as it is an important means of achieving a variety of economic, social and political objectives ;With the emergence of the world's oil crisis in the late 1980s, it prompted decision makers to think seriously about saving the state's economic situation. The methods of exercising the right of state ownership of public economic institutions have evolved according to the specificity of each stage, after exiting the economic field and recognizing the private sector as its partner within the framework of the provisions of privatization . The management of the public sector has been characterized by the emergence of several organs of state contributions, called intermediate structures, which at the same time reflect the stages of the development of the administration of the public sector. Economic in Algeria, the first phase of the joint stock funds emerged 1988-1995, then the public holding companies 1995-2001, followed by the companies running state contributions 2001-2015, and the current regulation takes the form of industrial assemblies.
