الحوكمة المحلية مدخل لتدبير الشأن المحلي وترقية أداء الجماعات المحلية في الجزائر: بحث في مضامين البناء والتمكين

Résumé: ملخص: جاءت هذه الدراسة بهدف تسليط الضوء على موضوع الحوكمة المحلية ودورها في ترقية أداء الجماعات المحلية في الجزائر، باعتبارها مقاربة تقتضي وجود الشفافية والمساءلة، وتمكين الجماعات المحلية من المساهمة الفعلية في تدبير الشأن المحلي وإعداد السياسات العمومية والبرامج التنموية، نظرا للصعوبات الكبيرة التي تواجه الإدارة المحلية في الجزائر وعجزها عن تدبير الشأن المحلي، وخلصت الدراسة إلى نتيجة مفادها ضرورة اعتماد مقاربة الحوكمة باعتبارها أسلوبا تدبيريا فعالا تساهم في تقوية قدرات نظام الإدارة الجزائرية وإرساء الديمقراطية التشاركية وتحقيق التنمية المحلية المستدامة. Abstract: This study came with the aim of shedding light on the issue of local governance and its role in promoting the performance of local groups in Algeria, as an approach that requires transparency and accountability, and enabling local groups to effectively contribute to managing local affairs and preparing public policies and development programs. In view of the great difficulties facing the local administration in Algeria and its inability to manage the local affairs. This study concluded that it is necessary to adopt the governance approach as an effective management method that contributes to strengthening the capabilities of the Algerian administration system, establishing participatory democracy and achieving sustainable local development.
