السياسة الصحية في الجزائر بين الاستجابة والالزامية الدولية لمواجهة الطوارئ ذات البعد العالمي- كوفيد 19 أنموذجاً-

Résumé: تضمنت الدراسة بحثاً في استراتيجيات السياسة الصحية الجزائرية المنتهجة في ظل انتشار فايروس كوفيد-19تماشيا مع المرجعية العالمية، بهدف استظهار واقع مواجهة القطاع الصحي للجائحة، ومدى توفير الرعاية والخدمات الصحية اللازمة لتحقيق الأمن الصحي العام، وحقيقة قدرة الاستجابة الوطنية لتوصيات منظمة الصحة العالمية لمكافحة الجائحة. اعتمدت الدراسة المنهج الوصفي التحليلي؛ لوصف وتحليل مختلف الإجراءات التي اتخذتها السياسة الصحية، مع تطبيق منهج دراسة حالة على جائحة كوفيد-19، والمقاربة القانونية بالرجوع إلى النصوص القانونية لمعرفة مدى الإلزامية القانونية لتطبيق اللوائح الدولية في الطوارئ الصحية الدولية العالمية من طرف السياسة الصحية الجزائرية. خلصت الدراسة إلى كشف جائحة كوفيد-19 لمدى هشاشة النظام الصحي الجزائري في مواجهة الأوبئة والطوارئ الصحية، وعدم استعدادها لمواجهة أزمات صحية من هذا النوع، مع التأكيد على الاستجابة المتذبذبة لتوصيات المنظمة، وسعيها لتطبيق اللوائح الصحية لتحقيق الأمن الصحي. The study included research on the health policy Algerian in light of the spread of the Covid-19 in line with the global reference, with the aim of demonstrating the reality of the health sector's response to the pandemic, providing the necessary health care and services to achieve public health security, and the capacity of the national response to the recommendations of the World Health Organization to combat the pandemic. The study relied on adopted a descriptive analytical and to describe and analyse the various measures taken by the health policy a case study applied to the Covid-19 case and the legal approach by referring to the legal texts to determine of the international Mandatory to apply international regulations in the global international health emergency by the Algerian Heath Policy. The study concluded that the Covid-19 revealed the fragility of the Algerian health system in the face of epidemics and health emergencies and its lack of preparedness to face Heath crises of this kind, while emphasizing the fluctuating response to the recommendations of the WHO and its endeavor to implement Heath regulations to achieve Heath Security.
