الأدوار الجديدة للمجتمع المدني في ظل الإدارة المحلية التشاركية: قراءة في الحالة الجزائرية

Résumé: الملخص: تهدف هذه الدراسة على المستوى النظري إلى توضيح مفهوم التسيير المحلي التشاركي، كما تحاول تحليل مقاربة الديمقراطية المشاركاتي كإطار ودعامة للتسيير المحلي الفعال، أما على المستوى الممارساتي فقد تم تحليل الأدوار التشاركية والرقابية لمنظمات المجتمع المدني في تسيير الإدارة المحلية في الجزائر، وصولا إلى أهم التحديات المعيقة لفعالية دور المجتمع المدني في التسيير المحلي التشاركي. وقد تم في هذه الورقة البحثية الإعتماد الإشكالية التالية:إلى أي مدى يمكن لمؤسسات المجتمع المدني في الجزائر أن تقوم بأدوار جديدة تتواءم مع الطابع المشاركاتي في تسيير الإدارة المحلية؟ وقد توصلت الدراسة إلى أن لمنظمات المجتمع المدني دور مهم في التنمية المحلية، إضافة إلى دوره في مكافحة الفساد على مستوى الإدارة المحلية، غير أن هناك العديد من المعيقات البنيوية والوظيفية التي تعيق فعالية دور منظمات المجتمع المدني في تسيير الإدارة المحلية في الجزائر. Astract : This study aims at the theoretical level to explain the concept of participatory local governance, also try to analyze the participatory democracy approach as a framework of the effective local governance. At the practical level has been analyzed the participative and regulatory roles of civil society organizations in local management in Algeria. Finally explain the most obstacles of the effective roles of civil society in participatory local governance. This research paper discuss the following problematic: To what extent can civil society organizations in Algeria can play new roles conform the participatory character of local governance? It result the important role of civil society organizations in local development, also its role anti-corruption, even that there are many structural and functional obstacles reduce the effective role of civil society organizations in local governance in Algeria
