دور مؤسسات المجتمع المدني في حوكمة الجماعات المحلية بالجزائر

Résumé: ملخص: تستهدف هذه الورقة دراسة مؤسسات المجتمع المدني ومدى مشاركتها في حوكمة الجماعات المحلية ومعالجة واقع الظاهرة وفق مقاربة الديمقراطية التشاركية، من خلال تحديد ثلاث مؤشرات مهمة يمكن من خلالها تقييم مدى نجاح التجربة الجزائرية في مشاركة المجتمع المدني في :(التنمية المحلية - صنع القرار وتحسين الخدمة العمومية - مكافحة الفساد). لتخلص الدراسة الى توقع آفاق الظاهرة من خلال التأثير الايجابي للهيئات المستحدثة في هذا المجال كالمرصد الوطني للمجتمع المدني والسلطة العليا للشفافية والوقاية من الفساد ومكافحته، وفي الأخير تم تقديم اقتراح مناسب للتطوير الإدارة المحلية الالكترونية بما يعزز مبادئ الديمقراطية التشاركية . Abstract: This paper aims to study civil society institutions and the extent of their participation in the governance of local groups and to address the reality of the phenomenon according to the approach of participatory democracy، by identifying three important indicators through which it is possible to assess the success of the Algerian experience in the participation of civil society The study concludes by anticipating the horizons of the phenomenon through the positive influence of the new bodies in this field،Prevention and Combating Corruption، and finally an appropriate proposal was presented for what the local electronic administration should be.
