محاولات الإدارة الاستعمارية الفرنسية توطين الجالية الصينية بالجزائر على ضوء وثائق من الأرشيف الفرنسي لسنة 1878

Résumé: ملخص: يتمحور مقالنا هذا حول محاولة الإدارة الفرنسية -الجمهورية الفرنسية الثالثة (1870-1940)-، توطين الجالية الصينية بالجزائر كمشروع بديل لتعمير الجزائر في ظل عزوف العنصر الفرنسي والأوربي عن القدوم إليها، والفشل في جلب الزنوج الأفارقة. وهذا استنادا على بعض وثائق السلسلة الأرشيفية «série L» بالأرشيف الفرنسي لما وراء البحار بآكس، والغاية من الدراسة هي إبراز العلاقة بين الجزائر والصين في مجال العمالة خلال الفترة الاستعمارية، والتي لا تزال قائمةً في بجزائر اليوم، التي تعتمد في مشاريعها على الجنس الأصفر. ويعد مشروع شيفريلو(Chevrillon) سنة 1878 أهم عرض فرنسي لتوطين الصينيين بالجزائر تم تقديمه للحاكم العام شانزي أنتوان أوجين الفريد (Chanzy Antoine Eugene Alfred)(1823-1883)، والذي حوَله للمناقشة على مستوى المصالح الفرنسية المختصة في ذلك، حتى لا يصدر حكما ارتجاليا في هذه القضية دون استشارتهم. وتولدت ردود فعل متبايّنة حوْل العرض في أوساط هذه المؤسسات، والصحافة، والمستوطنين، وفي النهاية تم قبول الهجرة الصينية نحو الجزائر، شرط أن لا تمنح الإدارة الفرنسية أي امتياز لشركة شيفريلو. Abstract: Our article focuses on the attempt by the French administration - the French Third Republic (1870-1940) - to settle the Chinese community in Algeria as an alternative project for the reconstruction of Algeria in light of the reluctance of the French and European elements to come to it, and the failure to bring African blacks. This is based on some documents from the archive series «série L» in the French Overseas Archives Aix, and the aim of the study is to highlight the relationship between Algeria and China in the field of employment during the colonial period, which still exists in Algeria today, which depends in its projects on the yellow race. The Chevrillon project in 1878 was the most important French offer of settlement for Chinese in Algeria, presented to the Governor-General of Chanzi Antoine Alfred (1823-1883), who had made it for discussion at the level of competent French interests, so that he would not issue an ad hoc judgment on the issue without consulting them. Different reactions were generated by the offer among these institutions, the press, and the settlers, and eventually the Chinese immigration toward Algeria was accepted, provided that the French administration does not grant any concession to Chevrillon.
