واقع توطين الصيرفة الاسلامية في الجزائر على ضوء النظام 20-02 والتعليمة 20-03

Résumé: ملخص: اتجهت الجزائر نحو توطين الصيرفة الإسلامية في البنوك الجزائرية، من خلال السماح بفتح نوافذ إسلامية أقرها نظام بنك الجزائر من خلال النظام 20-02 الذي ألغى بدوره النظام 18-02. وتهدف هذه الدراسة لتسليط الضوء على الصيرفة الإسلامية من خلال الوقوف على تحديات تطبيقها ومتطلبات نجاحها، وكذلك إبراز دور النوافذ الإسلامية في تعزيز كفاءة البنوك التقليدية الجزائرية. وقد خلصت هذه الدراسة إلى أنه يمكن للصيرفة الإسلامية أن تلعب دورا كبيرا في الاقتصاد الجزائري، شرط العمل على إزالة كل العقبات التي تعيق هذا التحول وخاصة قانون النقد والقرض الذي وضع على مقاس البنوك التقليدية ولم يراعي خصوصية المصرف الإسلامي. وأظهرت النتائج أيضا أن النوافذ الإسلامية تشكل مدخل استراتيجي لتحول البنوك التقليدية نحو الصيرفة الإسلامية في الجزائر. Abstract: Algeria turned towards the localization of Islamic banking in Algerian banks, by allowing the opening of Islamic windows, which was approved by the Bank of Algeria 20-02 system, which in turn canceled the 18-02 system, which had previously organized the same issue, but was not applied on the ground. This study aims to shed light on this trend towards Islamic banking by standing on the challenges of its application and requirements for its success, as well as highlighting the role of Islamic windows in enhancing the efficiency of traditional banks in Algeria. This study concluded that Islamic banking can play a major role in the Algerian economy, as long as it works to remove all obstacles that hinder this transformation, especially the monetary and loan law, which was set on the scale of traditional banks and did not take into account the privacy of the Islamic bank. The results also showed that Islamic windows constitute a strategic entry point for the transformation of traditional banks towards Islamic banking in Algeria.
