مشاركة المرأة العربية القيادية في عملية اتخاذ القرار بين الأطر القانونية والواقع العملي The Leadership Of Arab Women In The Decision-making Process Between Legal Frameworks And Practical Reality

Résumé: ملخص : أصبح إشراك المرأة في الوظائف القيادية وعملية اتخاذ القرار السياسي على مستوى مؤسسات الدولة ومنظمات المجتمع المدني أمرا ضروريا باعتباره ركيزة من ركائز الديمقراطية التشاركية وشرطا أساسيا للمواطنة النسائية الفعّالة ،لذلك سعت مختلف الدول العربية لاتخاذ التدابير اللازمة سواء من خلال قوانينها أو دساتيرها لتمكين المرأة من تقلد هذه الوظائف على قدم المساواة مع الرجل ،إلا أن مشاركتها لازالت محدودة وذلك راجع إلى العديد من العقبات التي تعترض تواجدها في هذه المناصب فمنها ما لها علاقة مباشرة بالمرأة ومعيقات أخرى ترتبط بالموروث الثقافي والاجتماعي إضافة إلى المعيقات السياسية والقانونية. الكلمات المفتاحية : المرأة القيادية ،القرار السياسي ،المناصب القيادية،المعيقات الثقافية. :Abstract The involvement of women in leadership positions and political decision-making at the level of State institutions and civil society organizations has become essential as a pillar of participatory democracy and a prerequisite for effective female citizenship. The various Arab States have therefore sought to take the necessary measures, both through their laws and constitutions, to enable women to take up these functions on an equal with men ,however, their participation is still limited, owing to many obstacles to their presence in these positions, including those which have a direct relationship with women and other obstacles linked to cultural and social heritage, as well as political and legal constraints.
